Start with concentration and cause
A limited flashing or penetration failure can support a targeted repair. Widespread brittle shingles, repeated leaks, soft decking, or many failing transitions can make replacement the more coherent scope.
- Age and brittleness of the field shingles
- Number and location of active leaks
- Decking condition beneath damaged areas
- Flashing, vents, and penetration details
- Whether prior repairs are failing again
Compare written scopes, not labels
A useful proposal explains what is removed, what can remain, how hidden deck damage is handled, and which ventilation and flashing details are included. 'Repair' and 'replace' are too broad to compare without that scope.
